Assuming you don't need to compile software
Crostini. The latest (bleeding edge) version of ChromeOS supports (with a GUI) running almost any Linux software, including Visual Studio Code, Android Studio, etc. It's fantastic, supported, and does not require an insecure switch to "dev mode" or anything.
I keep expecting Microsoft to announce a web-based IDE (based on their work with VS Code) that makes use of their Visual Studio Team Services code repository work and extensive set of CI/CD tools to enable "compiling in the browser" a real thing. They've already got a lightweight version of this going with Azure Functions which you can edit (with Intellisense, I belive) and commit right in the browser.
