This is a win. Despite how we feel about Russia and its government, it's a good move to decrease Microsoft, Apple, and Google their global power. Now we hope that the open source community stays true to their open source intent and allows Russians to use open source software the same as any other person.
These are just dreams. Technically, you already could download red flag linux (Chinese), but it uses Chinese repositories, many packages rewritten by Chinese, and you cannot sure if they not inserted some spyware.
When you want to defeat Russia, but should to supply them a reliable software.
When you want to provide others with reliable software, but are unable to keep your personal beliefs and politics out of it.

And since china seems able to manufacture 7nm chips, they won't need to buy x86_64/ARM tech, and if china goes risc-v, even if it is US based (berkley), it is worldwide IP "safe", and if successfull will enable A LOT of code reuse/sharing without compilers in the way and the planned obsolescence of computer languages.

Not an if. They're already deeply invested in RISC-V there.

But this switch is a looooong way, they spent more than 15 years, and HUGE money, and still most important banks (not speak about tech companies) are vulnerable to just ordinary software license revoke.
I don't say this impossible, I even know few people who choose evil side.
But from what I see at the moment, they still have not switched most important infrastructure to open source.
I even could say, I don't see really good financing of important local projects, mostly money feed ineffective monsters, like Glonass and elbrus cpu, or just plundered.
