The problem is common enough that there is now a standard phrase for there criminals - “crypto fugitive”.
Wondering why he seems to have picked Serbia as a place to hide. Fewer extradition treaties or just enough corruption he can pay people off to hide him?

Modifying "fugitive" with the context of said fugitive doesn't really exemplify the commonness of those type of fugitive.
