Is there any engineer available here who I can pitch a legal tech idea, and possible develop a prototype together? It’s totally worth the time.

The severe lack of information is such a red flag I would consider it a red flag for anyone to show interest toward working on this.
You can give more information while retaining anonymity for yourself and your idea.
What area of law are you addressing? Criminal? Civil? Corporate? Ambulance chasing? Parking tickets?
Where are you certified to practice law? How long have you practiced law?
Who is the customer for your idea? Laypeople? Other lawyers? Enterprise?
What are your financial projections? $k/month? MM$/year?
Why do you need a tech partner? Have you tried freelancers?
Does your idea need web infrastructure?
What is the deliverable? A report? An executable? A service?
Do you have a network of potential customers already?
How do you see financing the development? Unpaid? VC funding? Your own investment?

Yes I would like to know more
If you're bringing money to the table, you won't have any trouble finding engineers.
If not, then don't worry about selling the idea (which is probably worthless in its current form). You'll really have to sell yourself. If not money, then what are you bringing to the table?
