"Can" has a great many meanings, even when the speaker is trying to tell the literal truth.
Meanwhile, the article mentions that Panama's President said he was cutting some ties with China...at the same time that he was denying any new deal with the US.
It's pretty plausible that cutting those ties was what the US actually cared about, and the rest of the situation is just noise & drama.

People had 4 years to realize what Trump does, and yet they still take him at his literal word.
Trump makes noise, makes threats, says outrageous things... and then waits for the "adults in the room" to come and placate him. Then he takes those "wins" back to his fandom and parades them around. Sometimes his "wins" are even real, substantial victories... sometimes they're more like The Wall.
But no, the media, social media, and people in general are addicted to this cycle of outrage and terror.
