It's ironic that they would choose to manufacture a crisis for more CHIPS rather than manufacture more chips.
It's not ironic, it's CapEx, the same reason you can't "manufacture more chips".
If the US government doesn't care about natsec, why should Intel? Back in the early 2000s Andy Grove publicly stated that if nothing is done by the legislators, "everything will go out", meaning chip production will move offshore. It was obvious for everyone with a brain but not for the two parties who like market manipulation and playing games.
