I think it's time I rip off the GPL 3 in spirit and structure, but change everything into a license one issues himself called the Universal Pirates' License. It would be a document which sounds like a software license but in fact be a statement of reality: he who has and can copy the code gets to use the code, like a stick lying on the ground.
1) No cloud, everything local or site-to-site. If cloud, then encrypted entirely.
2) Not only FOSS operating system, but FOSS firmware and microcode, and the hardware completely documented and published. Maybe a 100% sales tax on retail price of, and 25 year software service assurances on, products containing ANY kind of Universal Machine which fail to meet this?

3) Cryptography and cybersecurity basics need to be taught in public schools, just like resumé writing.
There's good reason I run GrapheneOS and Qubes OS exclusively on my devices, and I route everything coming out of my systems over Proton and Tor (ofc not nested xD)...
That's not punishment, that's social risk management. Punishment is the deprivation of dignity which the system imposes. Those cells should be a minimum of two-star hotel, the doors should be mostly controlled by the occupants, they should be treated in a dignified manner like any member of the public, they should be paid competitive wages for their work, any housing and restitution charges on those wages should be capped at 1/2 and commissary must charge median prices so as to encourage savings and financial independence on release, etc.
There's also eliminating custodial sentencing for acute nonviolent crimes.
