I think the best guess is nerve cells in the inner ear firing improperly and generating a random noisy signal that gets interpreted wrong by the brain.
The path to reducing emissions is much clearer than the path to efficiently scrub CO2 from the atmosphere. Also, scrubbing CO2 from the atmosphere gets harder and harder as CO2 emissions grow.
