I may be misreading but I'm inferring from the text that Latin drills weren't useless, hence the quote marks. Is it not implying that he was getting taught something that would later become relevant?
I've always found CSS infuriating to use when working with it (albeit not often). This looks like a clean and easy to follow course so will be one for me to look at over the weekend.
