In this instance, a flight of B-52's could wipe the concrete shielded missiles off the face of the Earth. Start off with F18s to secure the skies, then B52s to pound the missiles, then the Navy could stroll back in. It's just that no one has had the gumption to do it until now.
When defining a Constitution for a country, to whom would you direct the constitutional precepts? Surely it would only be for people that were to be governed by the constitutional government. China, for example, would not cover American citizens in their Constitution.

What about a copyright on websites stating anyone using your site for training would be giving the owner of the site an eternal non-revocable license to the model, and must provide a copy of the model upon request? At least then there would be SOME benefit.
