The commissioners themselves are politicians nominated by the democratically elected representatives of each EU country. It is true to say they're not directly democratically selected, but unelected bureaucrats is a grossly inaccurate characterisation.

Yes, the screwworm problem predates the funding cut. Surely that should prompt an increase or at least a maintenance of existing funding for monitoring programs though, certainly not a decrease.
