I am not aware of how the system works, but shouldn't authorities voluntarily (don't know the legal term) investigate this case even though there is no official complaint?

You are right, I didn't read the link you posted because the moment I noticed livemint, I kind of jumped to respond (possibly due to my past experience with the articles on their website). However my point still holds, if RBI is not releasing the data how are these Bloomberg or any other entity getting their numbers?
I went through RBI's press release for December 2016 and didn't find anything stating the $220 billion deposits (as claimed by bloomberg).
I see, livemint's reputation for reporting facts is as dubious as nytimes. I say this because, livemint is owned by HT Media whose chairperson was a congress Rajyasabha (Upperhouse) MP.
The new railway minister has been working relentlessly on improving the situation, we are already seeing a huge improvement. Trains are being run on time, it is a huge problem that doesn't go away overnight. I am willing to give the current government more time if they can stay the current course they are on.
Also, it would be nicer if you keep yourself updated on the latest development on the subject you are going to comment on.

There is no silver bullet, govt is probably trying a multi thronged approach to address the problem. A Solar power plant is being built in Rajastan, Western India[0], one more in neighbouring Gujarat [1] & one more just got completed in South India [2], and there are nuclear power plants being built or in the initial design phase. These things take time, but there needs to be some interim solutions as well. Don't you think?

The best mobile computer I have ever used, I kicked myself when I dropped it on the floor and the screen broke. I ordered a compatible screen from ebay and changed it myself. It was so much fun opening up a terminal and ssh'ing into my workstation. Then Nokia had to go out of the way to ruin it for me.
And blatant disregard for performance analysis & capacity planning. Application is slowing down at 5000 QPS? Let's upgrade to 64 core 128GB Server and while we are at it, let's throw in a bunch of SSDs too. </s>
