It is not accurate to say that reinvesting dividends offers tax efficiency. Dividends are generally taxed in year whereas capital gains are only paid when an equity is sold. I think what you're actually referring to is a slightly different phenomenon which is that index ETFs have this handy ability to rebalance funds between stocks in the index in a way that doesn't itself lead to capital gains taxes and this is a definite tax advantage of ETFs.
Anyway I just wanted to call out that Dividends are considered tax inefficient which is why stock buy backs became popular
Two things
1) we dont know if the state might have lost more jobs if these incentives weren't provided
2) the deeper issue is that the auto makers compete with state backed companies in other regions
I'm not saying we need to copy state backed but the climate is desperate

While there may be some value in terms of marketing to claim a higher valuation there are also many downsides to a higher valuation which in turn for example leads to a higher fair market value that makes executing stock options on a private company extraordinarily costly from a tax perspective. Admittedly the holders of the preferred stock like investors might not have the same incentives as the people who are given stock options but their interests are largely aligned in that they're both interester in retaining great talent and making the company successful (eg valuation higher) but later

I found this pretty hard to read as the author has a very specific understanding of what an eval startup means but it is only implied rather than explicitly described. I would have thought that they were referring to the companies that provide a technology platform to enable you to do evals in an AI application context for example companies like Comet/Opik and Braintrust.
But it sounds like the author does not mean those companies at all since those are actually important in enabling the very Venn diagram he/she describes.
Based on what I assume the author's referring to they are referring to something more like a public benchmark report provider... I would say but yes that's a relatively small total addressable Market space no matter how you look at it
The point is in a high density urban environment it's the neighborhood not just your specific building and in some places it's not realistic to imagine the entire neighborhood to be thoroughly clean.
New York City is certainly a good case in point with the city's massive amount of garbage placed on the sidewalk once a week

While I benefit from an urban environment in which raising a family is easier I don't even have to get into a car there's still so many daily challenges and unglamorous moments I have so much sympathy for everyone else who's raising kids... it still feels invisible to many.
