The total fertility rate in basically all western countries is below replacement level fertility. Without immigration we are shrinking. There are fewer and fewer children around. And now protecting children on the internet got top priority. For real? We point to Russia for controlling the internet more and more. Yet the EU does the same and will probably even overtake Russia on this thanks to more resources / competencies.
