Funny enough, they could for a while as part of Amazon's COVID policy, to prevent employees from crowding around timeclocks but that's now being rolled back.

or maybe just letting people go take a break when they need one and when their "line" is covered, just notify someone nearby and stagger them.
Then maybe having a way for them to flag at least a break/lunch in the system later when they get a chance to make sure compliance with legal and stuff is met if they need to.

Unionization isn't always (just) about wages.
If only your employees already carried around hand held computers that they could use to clock and in out for their breaks.
