All American companies pay taxes to America which is basically always commiting atrocities so I don't think that's a strogn enough reason on its own.

The problem is it's incredibly hard to create a semi-ethical company like steam without an enlightened despot.

Thing is, under capitalism large companies get significant control over the governments' actions. And large companies don't like not being allowed to be as powerful as possible, holding monopolies.
