One way they’ve partially escaped it is that many can’t even sign up, since it’s offered in so few countries and cities.
A better solution might be to allow the user to enter the location of wherever they are, at whatever level on geographic specificity they want to provide. There are many in remote areas that are excluded from this sort of thing.
