In my experience, Atmos audio tracks are especially offensive. So I usually use ffmpeg to mix them down to stereo while boosting center = dialogue a bit.

You can do this with existing audio equipment. Warning: You may become an audio engineer along the way. It can be very addicting to learn about this kind of thing and then realize what you can do.
I'm sure all of these things exist. I didn't think for a second that I'm the first person to think of this sort of thing.

Your TV or receiver might already have a "night mode", that compresses the volume levels and makes things more even.
Spend more time and money on your home theater sound and this problem goes away

The word you are looking for is "quiet".At least wait until someone makes a typo twice before assuming ignorance.
There should be a max volume setting/button and a min volume setting/button. The sound of any given piece of media should be normalised such that it fits within your desired range.
May also need a cut off volume to deal with static being amplified to your minimum.
There may be a more clever way of dealing with this and other associated issues. Neural Nets? Just felt like I needed to put this idea out in the world.
EDIT: I know this already exists. I'm saying it should be as common as our current method of volume.
