This is bad, if true. Bad behavior is to be expected from a private billionaire citizen, but how can a gov agency block recovery work?

The gov agency _should_ be blocking the owners attempt to 'recover' anything from the crash site. The owner has a duty to secure the wreckage, but not allow to be disturbed, until law enforcement arrives. If the owner was allowed to recover any wreckage, evidence for legal action like this wouldn't exist.

I wonder if there are actually any requirements to recover, or aid in the recovery of downed planes.
