A better plan would be to abandon the 2001 decimalization of the quotes and go back to base-2 fractions of dollars. Except allow the smallest quotes to be in either 1/128th or 1/256th of a dollar ($0.0078 or $0.0039).

At that point, IEEE754 floating point can start representing all quotes exactly, like they did in the old days.
