Lots of people probably have recommendations, but I've been using nearlyfreespeech.net for a couple of years for hosting my personal site. They're great.
I think I'm a pretty nice guy, but I've written some mean comments when I strongly disagreed with someone here. Imagine most of the mean comments here are coming from nice people who would rather (if they thought about it for a second) not respond in a negative way in those types of situations.
