Cloudflare famously does anycast so the DNS answer you get is the same no matter where you're coming from. Your numbers there can't be attributable to DNS. On the contrary, Cloudflare can short circuit the recursive lookup for any of their properties, providing potential speedups at the resolution stage, and can use eDNS client subnet to route based on where you are if necessary

A lot of Japanese websites also have to be tremendously over provisioned because of how regimented the country is. A friend of mine worked infrastructure for a local newspaper, and every day at 6PM they'd send a push notification to all their subscribers and had to provision for that peak. When he asked if they could smooth out traffic, send the notification to some folks a minute before, or a minute after he was almost thrown out of the room. "Japan runs on time. You absolutely can, either through the system prompt or by hardcoding overrides in the backend before it even hits the LLM, and I can guarantee that companies like Google are doing both
Ceph is the OG. Every now and then different attempts to replace it pop up, work well for some use cases, and then realise how hard the actual problem they are trying to solve is. Ceph always wins in the end.
They are testing it, every time someone signs up and it fails. We don't know that this wasn't something that changed on Google's side, so IMO it's a bigger indictment that no one is monitoring their live email deliverability
