Imagine the actual victims would see the money. Facebook doesn’t even care, this is just like paying taxes.

Yes, these fines should be passed on to the victims.
They are not taxes.
To me it seems obvious that I personally should be entitled to monetary compensation if my data has been breached or was not protected as regulation requires.
