Wired had an article last week on "interspecies money" to identify and attach monetary value to everything on the planet - including birds and trees - to give agency to these actors.
Sounds like this mission will be more difficult :)
Chip manufacturing is a really tough industry. There was a great article on this topic including capacity building, lab and finance requirements and more in Bloomberg the other week.
Interesting - I meant it more for key technologies in which the state doesn't even have a presence e.g. cloud. The principle is inspired from public utilities e.g. energy or water services (sometimes bought/acquired/publicized by the state).
It's a long way to say that maybe monopoly rules don't apply here :). What do you think?
