An article published on Nature journal is the holy grail of biomedical research. Like this one, titled "Estimating the effects of non-pharmaceutical interventions on COVID-19 in Europe" https://www.nature.com/articles/s41586-020-2405-7

It fits the bill bill and states "Lockdown has an identifiable large effect on transmission (81% (75–87%) reduction)"

Not a popular statement to make, but it is what it is.

Lower population density. Less complexity in our systems due to lower population. Relatively less diverse culture compared to US/UK so easier to mass disseminate rule of law. More sympathetic culture to follow bureaucracy than Southern European nations.

Please say more on point #2 - what's the rationale behind wanting a fractional member vs dedicated member in a particular engineering team structure?

Something I learned after reading a primer on the American Civil war: Britain had no issues with the South's stronghold on slavery, as long as the cotton and sugar kept flowing.
