Elevator not working or nonexistent (because in NYC it costs $80m (!!!) to install one that works ~80% of the time) is exactly what the US needs to get better at wrt mass transit. You just made a great case that NYC for example needs to! You’re also making wild assumptions about the relationship between the impact of change and NYC transit managers’ incentive to realize it.
