Actually they do. As you no doubt know, the US intelligence services are mandated to 'acquire' any significant technology that the US lacks from countries that have it and make it available to US companies.
However, what it does show as a fact from the recent historical record, it that it is _trivially_ easy for an industrial nation with a sea border - and the stomach for some unpleasant optics - to solve mass migration by simply taking the 'first-world future' option of the table.
As Austrialia showed, most of the migrants dried up after that.
By contrast, mediterranean migrants often deliberably scuttle their craft to enter the EU.
Why was my answer to the op: who seemed to suggest that mass migration is a difficult problem to solve. It really isn't.
