The growth was fast for netflix/amazon/paypal/etc and people saw how it was an improvement from the get go.
Their autonomous taxi program is a joke right now, especially compared to Waymo. Way fewer cities/rides, and they haven't even deployed their cybertaxi thing.
So your ai agent will send outreach emails to potential candidates it chooses, which is not really any different than using any of the automated recruiting tools already out there. I don't see what is the difference here - using LLMs to solve something that is already pretty much automates (outreach).
Austin already has plenty of homeless people, and the #s are quite comparable to san jose for example - they are just more visible in the bay area due to lax rules for them (plus weather).
