Who is going to give the money? Are they well known in the community? Are they from your country?

How are you going to spend the $1K? Some paperwork in the government in your country? Some paperwork in a bank of your country? Do you have to send the $1K to them? Do you have to send the $1K to an "independent" third party? Do you have to send the $1K by Western Union?
It smells like you are getting scammed. Show all the info to a trusted friend that knows about business and ask for advice. Do you have a accountant? Do you have a lawyer?

Why are you paying to receive money? That makes no sense
He's paying to be able to receive the money legally. That's normal everywhere in the world. Incorporation of a company, necessary KYC proofs for banks etc cost money.
Why not approach any bank? This is such small amount they wouldn't even ask for proof of income.
My bank in LT requires proof of income, and my income is lower than minimum, because I am a student of CS so far only. And i do not need 6 month or more to return it, I may return in a month.
Try more banks, I'm sure you can find one.
Ask your professors or your university?
I will be selling my property anyway, during the next 2 years, or so. So thus I can return the loan anyways.
I should return the 1K loan in a month, in case everything is ok. But given my property as a collateral, may be this can ensure that I will return the loan amount some time in the future anyways.
