Ruby is an awesome language. The community, particularly the community that revolves around rails, and the "uncle craftsmanship" baloney, leaves many wondering WTF. I can't stress enough how nice it is to use the ruby language to code and solve problems.
This is why I won't contribute to Open Source. I was floored when I saw who was involved. People I have met a few times. Some even call them selfs craftsman, really? I think I will steer clear of these "craftsman" for now on.
DUNS is in the same category as the BBB and Angies' Liars.
It's rather easy to setup these types of operations and I'm amazed there are not more of them.
There are many places like this out there. It's nothing new. My first experience with a place like this was in the early nineties. Very similar situation. The Bob developed some software for opticians in an arcane 4GL. I was being hired to take on some of the development work and get up to speed with the 4GL. On the way out he stated they needed me to be in early to answer phones when they went on vacation the following week. It was a clear sign and I declined the job offer. The latest of my experiences with this type of company is doing some iOS and Android development work. I was brought in by a friend and had some extra time to help out so I offered my services on the cheap. It was like walking into the Twilight Zone. The Bob was bat shit crazy, and technically inept, but refused to take or consider advice. One thing that rings the same with the Bobs is this whole social media panacea mentality. This included the Bob making weird artsy youtube videos talking about the product. There is some crazy stuff out there in job land that's for sure.
It's kind of what happens when you hire developers that are expected to learn your code base in 24 hours. Their recent job posting reeks of unskilled management. I think you made the right choice skipping this app made for iOS only.
Apple seems to be pretty clueless with regard to companies using the enterprise developer program to sell outside of the wall. I know of several companies doing this already. I have notified Apple and they seem to not care about it. Maybe that's what they should do, give away the apps using the enterprise developer program and forgo the wall and app approval process.
You're not testing enough. TDD and BDD coupled with making sure you follow Agile methods even with "hello world" sample code will prevent this. I would explain more but I am just a follower, A.K.A. a lemming. Got to go fork another RoR project on github. BRB. /s

Smart people don't play monkey games. If you want a monkey at the very least be honest about it. If you want a rockstar you better have a damn good reason for them to come to your company rather than just start their own. Playing monkey games to see if your possible new team rockstar is good at reading minds through osmosis is the first reason they won't even look at you. Better stick to brogrammers, however I doubt you even see many of them.
