I find it outrageous that Google acknowledges that CWV is unfair to Single Page Application but still use it as a ranking factor.
Single Page Applications tend to give a far better user experience and are faster by nature (after the first page). Even though Google keeps pushing down their own Golden Rules on how the Internet should be shaped and written. Sounds like another AMP.
The "elected delegates" or "trusted parties" you are describing are the Certification Authorities in a certificate chain. We have this already and we don't need blockchain for that.
