Increasing the number of teams will reduce the revenue shared out to all of the existing teams. So most likely all existing teams lobbied hard to prevent it from happening.
Submarines of this era would have a bank of batteries, using 1940's technology, which they could use to run the boat whilst submerged. Once they were flat, they would have to stay at or near the surface long enough to charge them again(they could run at the surface using a 'snorkel' to bring in air for the engines.
They would submerge only to attack or to hide. So looking at it from a range perspective is perhaps not the best way. They could have stayed submerged under water for a long time, but they couldn't be cruising flat out whilst doing it.
The static gallery generator sigal(http://sigal.saimon.org) supports this. You can configure it to include the original images in the file tree it builds, but instead of copying the images just make a symlink.

It SO doesn't!. Apart from the flashy TGV Network, Frances Railways are a total mess. Try taking a Train in a rural area and you'll most likely find it's been replaced by a bus, or there's gaps of Hours between Services.
The French governement will soon, finally, Long after most of the rest of Europe, allow private companies to bid to provide the Government-subsidized local rail Services. The regional goverments who actually provide the subsidy are champing at the bit to be able to Dump SNCF, who can essentially Name their Price, with the regions then forced to give it them.
It has an incredibly impressive feature set for an open source application, but it seems to me too much effort has gone into bells and whistles at the expense of the basic functionality.
The thing that killed it for me is that unlike every other text editor in the world, you can't apply formatting to text until after you've typed it.

Why is the remit of a citizen of say, Ipswich, to hold the Ipswich City council to account, the Suffolk County Council to account, the British government to account, all elected with ever larger constituencies, each more abstract and less accountable than the last, but not the EU government?

After a series of incidents(fires at sea, sinking) due to shoddy maintainence by poorly resourced bus mechanics and questionable modifications made in a desperate attempt to make them, technically, seaworthy according to modern regulations, they have both shut down. I'm kinda surprised the US still has them in such numbers.
