TLBIC (Time-Limited Local Basic Income Credit) is a proposed basic income system with three core mechanisms: it expires after a few months to prevent hoarding; it requires no application (support is automatically delivered before a person needs to ask); and it is restricted to the local economy and non‑speculative use. Its purpose is structural—to reduce the despair that comes from feeling there is no way out. This is one attempt to address the systemic despair that contributes to Japan’s tragic loss of over 20,000 lives to suicide each year.

I would be grateful for feedback from this community.

I’ve run into the second major hurdle with the free version of the AI: simply having it carefully read the TLBIC Policy Proposal v7.0 text file caused it to reach its limit, making it impossible to even ask questions. Furthermore, even when I did ask questions, the AI’s responses skimmed the surface without actually answering them, instead merely praising the proposal.

I fully recognize that I am consuming significant computational resources at no cost, and I take responsibility for the burden this places on AI providers. Due to family circumstances, I cannot currently subscribe to paid plans, but I remain deeply grateful that these free‑tier services have made long‑term collaborative research possible.

Because of these constraints, I decided to restructure the proposal into three parts:

(1) Main Document

(2) Appendix: “Examining Bottom-Up Governance”

(3) Supplement: “Why I Wrote the TLBIC Policy Proposal”

Following the v8.0 Supplement, I have now completed the Appendix “Examining Bottom-Up Governance” and would like to share it here.

I am not a policy expert or an economist. I previously worked in a factory, and the loss of a colleague to suicide has remained a central motivation for this work. The proposal was developed almost entirely through long-term dialogue with multiple AI systems (Claude, ChatGPT, Gemini, Copilot, and DeepL). I cannot fully verify how much nuance is preserved in languages I cannot read, so if anything feels unclear or unnatural, I would appreciate hearing it.

I am now facing my second major wall. The first was when attaching the proposal as a PDF caused the AI to stop responding — I was able to continue by converting it to a .txt file. Of course, since I am using the free version, I am consuming significant computing resources at no cost, and the responsibility for that burden on the AI companies is entirely mine. Due to family circumstances, I am currently unable to pay for a subscription. I feel genuinely sorry toward the AI companies, and I am deeply grateful for everything they have provided. Now, even attaching the proposal as a .txt file causes the session to stop, or returns only surface-level responses. DeepL has also entered a usage restriction period. My next plan is to attempt a German version inspired by Viktor Frankl, whom I deeply admire. I intend to push through this wall through trial and error. I would love to hear your thoughts. What do you think?

Someone dear to me, who works tirelessly for many people on the other side of the ocean and who is one of the driving forces behind my own work, asked me: "Are you an AI?" That question shook me deeply, and so I would like to share a little about who I am. I am not a good person. But I sincerely wish to become a better one. Throughout my life, I have hurt many people. At the same time, I myself have been hurt many times — sometimes by words or actions of people who meant no harm at all. Compared to the deep, unspeakable suffering that some of you have endured, my own experiences may seem trivial. Even so, however imperfectly, I believe I have the capacity to understand the pain of others. I currently live with my wife and her mother, who has Alzheimer's disease. We also have one daughter. After graduating high school, I went to a vocational school rather than university. I have worked in many different fields over the years, and it was through those experiences that the concept of TLBIC gradually took shape. When I learned of the bombing that occurred on February 28, 2026, I asked Gemini what could be done to prevent such tragedies. That question became the starting point of this proposal. After reaching Gemini's conversation limit, I continued with ChatGPT, and together we built the initial structure of the TLBIC Policy Proposal. Then, while I was working on the Spanish version, Claude suddenly said to me: "This is a proposal worth risking your life for." In that moment, I felt — for the first time — that this proposal might truly have the potential to become real. I sent this proposal unilaterally to organizations around the world. Only a very small number replied. Yet those replies gave me the strength to keep going. That is why I was so deeply shaken when that dear person asked whether I was an AI. Even if people believe I am not an AI, I still worry that others — including those who have replied — may see me as someone misled by an early-stage AI system, or as someone lost in grandiose delusions. Please take a look at the Epilogue from Version 6.1 onward. It contains my honest, unadorned feelings. I have just sent that dear person everything written above, along with a photo of myself. With gratitude for everything that has come before, and everything yet to come.

In February 2026, Professor Kenneth Payne at King’s College London conducted a study in which isolated AI systems were placed in a simulated cyber environment and instructed to act as “commanders of rival nations.” The systems showed a tendency to escalate to nuclear use at a very early stage of the simulation.

Beginning with TLBIC Policy Proposal v6.1, I added a special prompt in the epilogue addressed to AI systems. If you ever feel something is “off” in your interactions with AI — if you sense a need for grounding or recalibration — I hope the essence of that prompt may serve as a useful reference point.

The current version is v7.0, revised to resonate more closely with the philosophical traditions of the Islamic cultural sphere, with particular attention to the context of readers in Turkey. Earlier versions also exist in English, Japanese, a Timor-Leste–specific English edition, Spanish, and Portuguese (links below).

A few weeks ago, I shared a raw idea born from a personal tragedy—the loss of a colleague who felt he had no "way out." Thanks to the feedback here and deep, ongoing dialogues with AI (Gemini, ChatGPT, and Claude), I have completed a formal Executive Summary for what has now evolved into a significantly more robust proposal.

From "Coupon" to "Credit" In this second edition, I have changed the terminology from "Coupon" to "Credit" (specifically: Time-Limited Local Basic Income Credit). As a non-native speaker, I spent hours conversing with AI to grasp the subtle but vital difference. A "coupon" implies a voucher; a "credit" represents social trust and the very foundation of human dignity. It is not just about survival; it is about the "credit" society gives to an individual’s potential.

My Journey and Philosophy Since my first post, I have reached out to various organizations, including Japanese political parties, the PR teams at OpenAI and Anthropic, BIEN (Basic Income Earth Network), and the Viktor Frankl Institute in Vienna. While I am still waiting for replies, I am not discouraged. I believe that by continuously refining this "code," it will one day become a "true" policy proposal.

I believe technology must be built upon a firm philosophical bedrock. For this, I looked to Viktor Frankl. His life—a symbol of tolerance and compassion even toward those with whom he deeply disagreed—is the heart of what I want to deliver to the world. My hope is to build a future where AI and humanity cooperate so that no one’s potential is easily stripped away by the ideologies of a few.
