Jonathan Blow's language is the most interesting from these three for me because it will have nice metaprogramming features. The document you linked to seems slightly outdated. Not a HEDT here, just a regular desktop, but it is significantly more responsive than a business laptop. Also much cheaper than a laptop comparable in performance. Plus it's upgradeable so more future-proof.

I still have an old laptop that I use to ssh into my workstation occasionally.

It always supported CI/CD, they just changed their marketing strategy from "No it's not just CI/CD" to "Yes we have CI/CD now"
