To be nominated for a Nobel a "qualified nominator" must follow this procedure:

Note, Bullet point number three sets the bar fairly low regarding who is qualified to do the nominating:

• "...University rectors; professors of social sciences, history, philosophy, law and theology; directors of peace research institutes and foreign policy institutes..."
