hmm... according to Wikipedia, the author did walk on the moon, but later believed in remote healing and UFOs. So this might just prove that he did believe in extraterrestrial intelligence.

ZPE in this context is a hook for perpetual motion/perpetual energy machines. Against the known laws of physics (in particular the laws of thermodynamics).
