Stupidest mayor, or most venal? We should all watch very closely what happens to the people who put together the "winning" deal. There probably won't be suitcases full of cash exchanged in dark alleys, but there just as probably will be a cohort of former civic leaders who find remarkably lucrative jobs in the private sector within a few years.
Also, the author's right that the structure of this guarantees that the winner will be loser. The probability of all twenty finalists putting together bids that are actually good for their cities is practically zero. Even if everyone's trying to be honest and responsible, there will be some bids that are based on too much optimism and the winner will come from among those. The cities that only lost the employee-hours necessary to put together a bid will be the lucky ones.
