It is not a safe assumption. A properly installed toilet may need a new float valve every few years, but these are simple to install. I lived in a house for about seven years where we never called in a plumber.
Note that I say "properly installed". The world is full of builders and contractors who will fail to install them properly. But then it doesn't matter whether you go to work or stay home.

I've never needed a plumber in 20 years, and before that I can't recall my parents ever needing a plumber, either.

For me it would be a cost, because I have a composting toilet. Every time I poop elsewhere I'm losing valuable nutrients that could go into my garden.
