This post has 21 votes, is this some voting rig fooling the HN algos? Because in no world is this even remotely a good article, just a list of random tech products.
humans tend to love lists of things that give ranking of things. So its going to get people clicking on it. But the actual lists don't really tell you anything. At best these kinds of things are more interesting when they track trends year in year out comparing its own data. But even that isn't terribly useful unless theres some big shifts. Certainly announcing the things on the list as "winners" is silly, all this is is a marketing effort for stackshare, which is fine, but its just not terribly useful.
Obviously pure speculation:
Maybe several people on this list conspired to create an article listing their products and then all came here and upvoted the article?
There's a lot of value in getting onto the front page of HN.

...which requires you to login to see any details.
After a quick search, I see neither rr nor Pernosco on this list, so it's not targeted at people like me.
After a slower read through, it's really not targeted at people like me (despite using many of the things listed.)
After reading the methodology at the end, it's unclear who this could be targeting correctly.

OMG! such a crap list - going from nowhere to nowhere
I’d be interested to hear about tools that should be on this list but aren’t.

No IntelliJ yet Java and related technologies are listed multiple times...
