It is difficult for me not to believe that a portion of the Russia hysteria is not driven by our own three letter agencies for political purposes. Russia doesn't hold a monopoly on cyber criminals, because there are many Asian countries with a very capable and active cyber criminal community.

There can't be reciprocal extradition of criminals between country with independent legal system and one without.

Lets see how this unfolds. On the face of it Russia has far more of them. Will it be equal numbers? Russia is also suffering from them, so this may create a basis that can be expanded.
