Why does Windows 11 require a TPM 2 chip? Why not make it optional?

What is a TPM 2 chip and how would I know if my computer has one? I built it from parts last year.
Same reason Android, iOS and OSX require it: vertical control over the platform.
Why is this in the interest of users?

How is locking your coffee pod machine to only use your brand pods, or annoying a printer user to only buy your "genuine" cartridges to her advantage?
