This decision seems rooted in a) homophobia and b) a desire to increase the birth rate.
No at all. There is a healthy way to be male and being a sissy man is not healthy. A culture that promotes the sissy man as normal will produce sissy men. Not only is that bad for men, but it's bad for women and for the viability of a society at all, and China does not want to replicate the failures of the West. (Mind you, the masculine man is not a brute. This is the false dichotomy that is often presented to us: either you're effeminate, or you're a toxic brute. This is extremely stupid.)
