Since this seems to be occurring only on US territories I think it may actually be some US installed device from some defence contractor that is "malfunctioning". Maybe some device to find listening devices or a device to block eavesdropping? More expensive wifi setups can aggressive suppress "rouge" access points. A stingray is probably also not very healthy to be around as it has to overpower any cell tower near by.
I'm inclined to think its the Russians deliberately messing with US intelligence and the like. I'm surprised the US isn't more actively countering it. Like they should install more measuring equipment and try to find the source instead of covering things up.
Maybe the US is. Perhaps they already know, and are working on a big counter-offensive, but waiting for the right time to deploy it.

"Mal-function" might well be the intention. Just some classified experimental technology. Defense is just a euphemism after all.
I agree. There are instances of this syndrome all over the world. The common denominator is the presence of US Government employees.

I've found it curious that the embassy in Havana is surrounded by a tall iron fence with thick iron studs every meter. Is it conceivable that sounds like cricket sounds can be reverberating off of this fence and accentuating the sound waves?

who says they're not noticing it? The article states in certain terms that people would hear "Buzzing", "grinding metal", "piercing squeals" - sounds, clearly audible.
They would notice it was coming from the fence.
So what explains the syndrome in Washington DC, Australia, China, Austria, etc, etc, etc?
