I've visited China, and to enter the train station the citizens have to scan their IDs. To buy a long distance bus/plane ticket they ask for your passport number. I wonder if the system would say "Denied" for "problematic" people.
Once the data is acquired (health or social) by a centralized entity, there is always going to be the possibility of the data being used improperly.
Because they already have another system for social control: health code. From https://www.sixthtone.com/news/1010547/henan-bank-depositors...
> At least 12 depositors Sixth Tone spoke with said their health code turned red when they scanned city-specific QR codes at railway stations, hotels, and other venues that required them.
> They said our health codes will turn green when we leave, and until then we need to stay at the police station.
