I personally can't see how this will do any good. I've asked a few Korean teachers about it and they couldn't either.
Well throwing money at a problem is one approach.
While there is evidence direct cash payments are typically the most effective and efficient form of support, it will likely work equally well as similar attempts to nudge behaviors in SK.

> South Korea has invested heavily to stem what is now a seven-year decline in the national fertility rate, but it hasn't made much difference. President Yoon Suk Yeol said in September that the government has poured more than $200 billion into programs to support new mothers in the past 16 years alone, only to watch the fertility rate drop more than 25% in that time span.
Cash handouts don’t fix some societal problems.

People have different motivations. No one solution will give 100% coverage

While I believe that money can alleviate their financial situation, I don't see how this is going to fix the root of the problem. In fact, they'll probably just spend the money on online games, food, rent, etc.
This topic hits close (but I'm not Asian), as someone going through what hikikomori struggle with, I believe it would be better to have them attend meetups where they can find like minded people.
