I mean, presumably we have more than just the FBI to address nation states' hackers so I'm not sure what the comparison here is meant to convey. What percentage of our gigantic military budget is already allocated to address this?
Most of those hackers are military-hired as evidenced by their Chinese APT business address.

Today the GOP led congress passed a bill to cut FBI funding.
Probably as a slight for the political hyperweaponization by upper-echelon FBI management/directors ... and to get the White House to the table for discussion that they have refused to thus far.
