It says the rational[e] for the atrium like that was that there is a subway line beneath. I’m not certain a subway line underneath necessitates the building above ground expressing that bisection.
One they could have hidden the compensating structure underground or two they could have moved the building a few meters one way or the other to avoid bisection altogether, so to me it seems more like a perfect excuse to realize some fanciful architecture.
It’s not as if we don’t build buildings over busy roadways or subway lines elsewhere.

It is a beautiful building in isolation, but the city around it seems quite ugly and unpleasant to walk around.

is this anti-urbanism? If your masterpiece is in China or Russia in the middle of trash does it even exist?
Effectively these are two towers that twist/spiral around each other, a double helix. I think the sky walks double a structural braces between the two sides.
The structural engineers will have had fun!
