Maybe the City of San Francisco or State of California will actually give me my leather jacket back if I post about it publicly. Just hoping that the Victim's Right to the prompt return of property might be upheld, now that it's more than 6 months past any reasonable definition of prompt.

Have you contacted TV stations and other news outlets?
I had a serious verbal threat happen to me which I reported to the PD, and the officer there didn't give a damn about it, I could see it in her face. Multiple times I feared for my life and I honestly had zero confidence in SFPD doing anything about it, so I had to move away, I can't live in a city like that, especially when I can't even defend myself (even with my own hands, I would face jail time if I hurt one of their precious "unhoused" people).
Hopefully you get it back, and the city starts improving but I wouldn't hold my breath.
