so lets say i use a GPL licenced library to make some software then sell access to the software with infrastructure for a fee while never distributing it in binary nor source code form am i still obligated to to open source the software?

If you don't give the binary or source to anyone else, no.
If you do, you have to give them the rights to use the source code under GPL.
If it matters, ask your lawyer. If it doesn't matter, it doesn't matter. Goo luck.
IANAL. Normal lgpl and gpl only applies on distribution, so no.
