In this case it should be 62% lower in Australia in general, because water is taken from deep source for entire country.
82%[0] of Australian utilities' water comes from surface sources, so you'd need to look at only the section of the population who drink exclusively groundwater.

The way they wrote it is confused and misleading. I suspect it's a corporate piece to sway people to buy glacial-whatever water.
